Høyer studied at the Academy of Copenhagen and received awards in 1758, 1759 and 1763. In 1764, he got a scholarship and went to Paris, where he was influenced by Alphen and Massé. Later on, Hoyer travelled to Italy and Dresden; returning to Copenhagen, he was employed by the Danish king. After starting to work as a secretary at the Academy of Copenhagen in 1777, he was promoted to the rank of professor four years later. From 1782 to 1797, he lived in Stockholm. He also travelled to see Paris, Berlin and St. Petersburg.
