Scotto was a student of C.G. Ratti at the Academy Ligustica in Genoa, where he won an award in 1780. After that, he studied with Vangelisti in Rome. Back in Genoa, he very successfully painted miniature oil portraits. In 1800, he became a professor at the Academy and was promoted to director for two years in 1824.
